Reel 1 shows aerial and ground views of the center at Issoudon. Students taxi, manipulate controls in a dual-control plane, and fire machine guns and pistols. Reel 2, 8 planes are dismantled and assembled. War Sec. Baker, Pershing, and Gen. Foulois inspect a base and view aerial acrobatics. Maj. Spaatz presides at a Christmas party, 1917. Reel 3 shows formation flying. Students manipulate a dual-control plane. Shows repair shops and storerooms. Tires are vulcanized, fuselages repaired, motors assembled, and parts salvaged. Prisoners operate an incinerator. Fire trucks answer a call.

Carl Andrew Spaatz (born Spatz; June 28, 1891 – July 14, 1974), nicknamed "Tooey", was an American World War II general.
